School Based Civic Education [SBCE] - Project Objectives (Ver 3.0)

The SBCE Project is targeted at achieving TIPNG’s overall strategic vision of “A country where government, politics, business and individual citizens live and operate within the rule of law, are subject to good governance and are free from corruption.”

TIPNG sees as it’s our mission “to inform, educate and empower all Papua New Guineans, regardless of whom they are or where they are from, to make an active choice against corruption.”

Therefore the project’s overall objective is “a population that participates more effectively in governance so that state agencies are made accountable, act transparently and always use state resources in achieving greater levels of national development.” Thus, with the successful implementation of the project, students will be better able:

Domain I Democracy & Governance

1. to describe and reflect upon the characteristics and underlying principles of a democratic society where good governance is applied

1.1 to describe and compare the features, principles and values underpinning institutions in a democratic society

1.2 to describe and compare the features, values and principles which good governance practices and institutions are based upon

1.3 to describe and compare the functions and processes of institutions of government at a local, provincial and national level in our country

1.4 to describe and compare the functions and processes of civil society at the national and international levels

Domain II Active Citizenship

2. to describe and demonstrate skills of active citizenship which model and promote democratic governance

2.1 to describe the concepts of human rights, and the obligations of citizens and show how these apply for all people, starting with those living in their immediate community

2.2 to apply critical thinking skills and communication skills so they can more effectively advocate for better governance and protection of human rights in their own community

2.3 to apply the participation skills as individuals in democratic governance processes, and promote the participation of others

Domain III National Identity

3. to describe and reflect upon the features of our national history and culture that contribute towards forming a shared identity

3.1 to identify and describe key events and role models in PNG’s history and examine their influence on modern day society

3.2 to describe and compare cultural and historical features that contribute to our national identity and identify ways to strengthen it

3.3 to describe traditional leadership/organisation systems, the influence they have and compare with the current political system and leadership models
